Yolanda Bailey, LCPC, LPPC, NCC, CRC

Chief Operating Officer/Psychotherapist

Yolanda is JHP’s Chief Operating Officer/Psychotherapist of Programs overseeing our Homeless Employment Assistance Centers and Emergency and Transitional Residential Programs in Washington, DC and Prince George’s County. She has instituted a streamlined approach to the delivery of case management services and created JHP’s Program Policy Standards for our Transitional Rehabilitation Program, which provides housing and wrap-around services for the homeless. Under her direction our programs have received numerous “100%” report cards from the Prince George’s County’s Department of Social Services and recognition from HUD and local municipalities for the programs’ success. Interesting tidbits – Yolanda has a Master of Arts in Rehabilitation Counseling and is a Licensed Clinical Professional Counselor in Maryland and Washington, DC and operates her own private practice.

Executive Director

Lacy has worked with the agency for 25 years, beginning his tenure as a volunteer. He works closely with staff providing direct oversight for all JHP sites and service delivery programs. He also serves as JHP’s liaison to governmental and social service agencies and mentors and supports staff and our program participants. Through the years, he has become a strong advocate for homeless services and a compassionate, yet vocal, community leader. Ensuring that staff and consumer needs are met, he is simply the calm in the middle of a storm. Interesting tidbits – Lacy is a decorated, retired Naval Officer and entrepreneur.
